Cobalt Blue Plates with Family Crests

I came across a set of cobalt blue plates, all hand painted, at least they look hand painted.
The plates are all about 8-9 inches and have what looks to be different family crests on each plate.
On the back of the plate there is an engraved AX or HATCHET of some sort along with what seems to be a set number (160).

If you could help at all with where these plates came from or what company uses or used the engraved AX symbol on the back it would be very much appreciated. I thank you all for your time and help

Is this a single hatchet? There is a German company (Mitterteich) that uses a 2 axes crossed. I dont recall just a simgle one!
